I think the author is basically saying its a salary dump and you would get some prospects maybe in return.

Then the Cubs would still have Mills, Chatwood, Alzolay, and Rea for two spots.

It's just a hypothetical.

Ideally the best case would be to get rid of Chatwoods contract, but that wont happen so Quintana is the next best option for a salary dump. We wouldnt get a lot in return, but probably would get at least two prospects back and would open up a chance to spend more in season to fix some holes. We then could see some of our youger minor leaguers step in and see what the future holds. We all know the rotation is going to get trimmed in the next few years, why not be ready for it now by trying differnt combinations before it is too late.
